At the Fourth Tokyo International Conference on African Development (TICAD IV), the Japan International Cooperation Agency (JICA) and others established the Coalition for African Rice Development (CARD), intending to double rice production in Africa in 10 years (2008-2018). Ghana, a CARD Group I country, established the National Rice Development Strategy (NRDS) and more than doubled its rice production during the same period but has yet to achieve self-sufficiency due to population and per capita consumption increases. Therefore, NRDS II aims to double production by 2030.\nIrrigated rice cultivation yields higher than rainfed rice and thus requires an enhanced irrigation scheme to increase rice production. However, expanding irrigation areas through new water resource development is difficult due to the financial impact and environmental burden. Therefore, it is necessary to shift to sustainable development cooperation, such as maintaining and strengthening the functions of existing irrigation and drainage systems while paying attention to climate change countermeasures in the future.\nThis project was carried out to establish sustainable development methods for existing irrigation and drainage systems in Africa by maintaining and enhancing the functions of facilities. This utilizes renewable energy and other technologies to improve the efficiency of water use, expand the area of irrigation, promote and expand the use of such systems in African countries.
