At the Fourth Tokyo International Conference on African Development (TICAD IV), the Japan International Cooperation Agency (JICA) and others established the Coalition for African Rice Development (CARD), intending to double rice production in Africa in 10 years (2008-2018). Ghana, a CARD Group I country, established the National Rice Development Strategy (NRDS) and more than doubled its rice production during the same period but has yet to achieve self-sufficiency due to population and per capita consumption increases. Therefore, NRDS II aims to double production by 2030. Irrigated rice cultivation yields higher than rainfed rice and thus requires an enhanced irrigation scheme to increase rice production. However, expanding irrigation areas through new water resource development is difficult due to the financial impact and environmental burden. Therefore, it is necessary to shift to sustainable development cooperation, such as maintaining and strengthening the functions of existing irrigation and drainage systems while paying attention to climate change countermeasures in the future. This project was carried out to establish sustainable development methods for existing irrigation and drainage systems in Africa by maintaining and enhancing the functions of facilities. This utilizes renewable energy and other technologies to improve the efficiency of water use, expand the area of irrigation, promote and expand the use of such systems in African countries. This guideline describes technologies that contribute to implementing small-scale hydropower generation using water turbines and expanding irrigation areas by pumping irrigation water. The Ministry of Food and Agriculture (MoFA), Ghana Irrigation Development Authority (GIDA), Universities, Research institutions, the Private sector, and international organizations are expected to use the guideline. 国際農林水産業研究センターは日本の農林水産省からの支援を得て、食糧農業省 (MoFA) およびガーナかんがい開発公社 (GIDA) と共同研究プロジェクトを実施した。本ガイドラインは当該プロジェクトの成果であり、かんがい用水を利用した小水力発電と同電力を利用したポンプかんがいの実施に関する技術を取りまとめており、かんがい面積の拡大と再生可能エネルギー利用の促進を図り、アフリカ各国への普及・展開につなげていくことを目的としている。 The Japan International Research Center for Agricultural Sciences (JIRCAS), with support from the Japanese Ministry of Agriculture, Forestry and Fisheries, implemented a joint research project with the Ministry of Food and Agriculture (MoFA) and the Ghana Irrigation Development Authority (GIDA).
